The cost of filing taxes for a business is big. Just the payroll for the time it takes to prepare, then the accountants, and of course the final blow of the tax itself (which is big for small business.) Unless you've owned a small business, you can't imagine the expenses that go out that are all gov't fees/taxes. Filing twice a year wouldn't help the businesses, it would cost them more. The time which is required to pay off the debt isn't really going to change. It's still the same amount unless the % or system changes entirely.

That ensures everyone, including under-the-table cash workers, people engaged in making a living off illegal activities and illegal immigrants all pay taxes. And it relieves the burden on people and businesses to have additional expenses to prepare and file. It also makes the USA highly competitive, and may bring more foreign businesses to America to open up shop for the benefits.
