handle it this way --

solve the Kashmir dispute between India and Pakistan for good. This takes away the excuse for a gigantic military eating every penny. Will also result in more attention to the Afghan border .U.S pressure on both countries with threat of sanctions etc will get more done than you think. Check the history -- find what happened in that region.

no money without oversight -- politician are crooks and get in the business to make more bucks. Zardari the biggest ever.
